Why the PDFs are the hard part

Public bodies publish agendas, minutes, budgets, handbooks and forms as PDFs, often hundreds of them. Most page checkers skip PDFs entirely, and the separate per-page services mean downloading, uploading and re-uploading every file. Meanwhile, new PDFs keep arriving after every clean-up.

How it’s planned to work

Five steps, from Media Library to report.

    Scan, on your own server

    The free plugin will list every PDF in the Media Library and check the basics locally: is it tagged, does it have a title and a language, is it image-only, how many pages. Nothing is sent anywhere.

    Check, only if you opt in

    After an administrator agrees on a consent screen, the PDFs you choose go to our service for veraPDF PDF/UA machine checks. You get a per-file result, not a vague score.
  3. 3

    Fix the simple ones

    For simple documents the service is designed to add a title and language, mark repeated headers and footers, and suggest alt text for review. The fixed file is saved as a new version; the original stays.

    Flag the rest, honestly

    Complex tables, fillable forms, math and scanned pages are marked “Needs human review”, with the specific failing checks. We don’t pretend to fix what needs a person.

    Watch new uploads

    On paid plans, new PDFs are checked as they arrive and a monthly report lists every file, its result and what still needs a person.

The dates, stated plainly

On 20 April 2026 the US Department of Justice extended the ADA Title II web rule dates. Public entities serving 50,000 people or more now have until 26 April 2027. Entities serving fewer than 50,000 people, and special districts, have until 26 April 2028. The standard is still WCAG 2.1 AA.

What we will never claim

A machine can check structure: tags, a title, a language, alt text being present. It can’t tell whether alt text is meaningful or whether the reading order makes sense. So PDF Steward reports machine-check results and lists what still needs a person. It does not label any file as meeting a law or standard.
